Welcome

On behalf of the CA Perkins Joint Special Populations Advisory Committee (JSPAC), welcome to the 2015 Special Populations Conference to be held at the Holiday Inn Capitol Plaza, Sacramento, CA on December 3-4, 2015 and Preconference December 2, 2015.  The JSPAC is a collaborative effort between the California Department of Education (CDE) and the California Community College Chancellor’s Office (CCCCO) with a mission to promote equity and success in CTE for students from special populations, by providing educators research based professional development, instructional strategies and resources.

December 3rd –   10:00 a.m.-6:00 p.m. (keynote, lunch, breakout sessions, networking reception)

December 3rd –   8:00 p.m.-10:00 p.m. Movie night

December 4th –   7:30 a.m.-1:30 p.m. (breakfast, breakout sessions, lunch, closing keynote)

 Preconference Workshops

Data/Perkins IV/V – Join us as we explore the changes that educators from K-adult and community colleges are facing as they begin to understand and work with Perkins V as written or proposed. Speakers from CDE and CCCCO as well as nationally recognized CTE change agents will be present. Additionally, learn specific ways to use core indicator and other data to improve outcomes.

Omni Circular – Learn from the State and Federal powers-that-be about the changes that are mandated within the new EDGAR/Omni Circular. What can you do, must you do, and are forbidden from doing. Hear how to stay compliant with not only the rules and regulations, but also how to exceed the spirit of the mandates.

Special Populations 101 – Join the Joint Special Populations Advisory Committee (JSPAC) consultant and other speakers as we explore Perkins 101, Special Populations 101, and Nontraditional 101. Learn how to use data to improve your CTE program outcomes and about some of the research-based root causes for low or non-participation and completion of high-wage, high-demand CTE programs. Finally, learn about research-based strategies to overcome the outcome gaps and the JSPAC tools that can assist you.  This is a beginner’s workshop – it covers just the basics.

 Goals

  • To provide technical assistance and new ideas as they pertain to recruiting and retaining nontraditional (by gender) and other under-represented CTE students.
  • To bring together a diverse group of educators from across California’s K-12, adult education, and community college Career Technical Education (CTE) programs to identify promising practices and research-based solutions to close the outcome gaps for many CTE students.
  • To strengthen the collaboration between K-adult schools, community colleges and business & industry.
  • To provide a place of networking and rejuvenation for educators and their partners to find support, develop ideas, and learn new skills.

Top Three Reasons to Attend

1)       Perkins IV requires all local educational agencies who receive Perkins funds to participate in professional development.

2)       Educators who participate in meaningful professional development and networking activities are more successful as well as happier in their careers.

3)       The CA State plan for Career Technical Education (CTE) states that among other strategies, professional development has been “identified as critical to high-quality CTE programs”. Further, it identifies several arenas in which professional development is crucial – the integration of academics into CTE course, the nexus of theory and practice of CTE, and to assist faculty and staff in working effectively with special populations.

Cancellation Policy

Cancellations must be made in writing. Refunds of the registration fee, less a $25.00 administration fee, will be made for cancellation requests received no later than Tuesday, November 17, 2015.  After that date, registration fees are non-refundable. All refunds will be processed after the conference.  Notice of cancellation or substitutions must be emailed to: sue.fisher@gcccd.edu
